On 25 July of this year, the Resolution of the President of the Republic of Uzbekistan “On measures of organization of the activity of the Service of Sanitary and Epidemiological well-being and public health of the Republic of Uzbekistan” No.ПП-4790 (the “Resolution No.ПП-4790”) and the Decree of the President of the Republic of Uzbekistan “On measures of mitigating the coronavirus pandemic, fundamental development of the system of sanitary and epidemiological well-being and protection of health of the population” No.УП-6035 (the “Decree No.УП-6035”) were adopted. These legal acts focus on further improvement of the activity of the Sanitary and Epidemiology Service (the “SES”).
In particular, according to the Resolution No.ПП-4790, Agency of sanitary and epidemiological well-being and State Inspection of sanitary and epidemiological supervision and their territorial subdivisions are liquidated and their functions, rights and obligations are transferred to the Service of sanitary and epidemiological well-being and public health (the “Sanitary and Epidemiological Service”) and its territorial subdivisions.
Moreover, the Resolution No.ПП-4790 approves the organizational structure of the SES and structure of its central office, the Regulation on the Service of sanitary and epidemiological well-being and public health, an action plan to develop SES, a revision plan of sanitary rules, norms and hygienic standards for 2020-2025 years in accordance with international standards.
In accordance with the Decree No.УП-6035, a practice of issuance of “sanitary and epidemiological well-being mark” (the “Sign”) is being implemented starting from 1 October in Uzbekistan.
The Service issues the Sign after examining the conformity of the activity of a business entity with sanitary rules, norms and hygienic standards.
The Mark has three categories - “green”, “yellow” and “red” and will be issued for the period of 12 months.
It is also important to note that with the exception of registered cases of mass poisoning and group diseases, the Service authorities do not have the right to examine and check the activities of business entities that have a "green" Sign. For this particular purpose, objects of tourist and related infrastructure included in the Register of safe objects of the system “Uzbekistan. Safe Travel GUARANTEED", are equated to objects with a "green” Sign.
The Service and the Chamber of Commerce of the Republic of Uzbekistan jointly with relevant governmental bodies are instructed to draft and submit to the Cabinet of Ministers of the Republic of Uzbekistan the procedure of issuance of Signs until 15 October of this year.
