The main issue, concerning grain receipts was in inability of the grain collection stations to meet their obligations under the grain receipts (unsupplied grain receipts), which is been solved by the latest amendments to legislation. Beginning from 22 April 2016 grain receipts obtain non-documentary form (electronic grain receipts instead of paper grain receipts), provided that paper grain receipts, which were issued before 22 April 2016 are valid until full fulfilment of the obligations thereunder, but no later than 1 January 2020.
You can find out more about the regulation of grain receipts, including rights of their owners, as well as obligations of grain collection stations in presentation attached.
