On 7 September of this year, President of the Republic of Uzbekistan signed a Decree “On measures to radically improve the system of land registration and state cadaster” No.УП-6061 (the “Decree No.УП-6061”).
The main change introduced by this document is the creation of the Cadaster Agency under the State Tax Committee (the “Agency”). The Agency will replace the existing State Committee of the Republic of Uzbekistan for land resources, geodesy, cartography and state cadaster.
The Decree No.УП-6061 states that such concentration of tasks for allocating land, keeping its records, placing agricultural crops, carrying out land supervision, as well as preparing cadastral records of land plots, buildings and structures in one governmental body creates a conflict of interests in this area.
In accordance with the Decree, the Agency will become the authorized state body in the following spheres and areas:
- state registration of rights to real estate;
- geodesy and cartography;
- maintenance of the state cadastres;
- international cooperation in the aforementioned areas;
- retraining and advanced training of personnel in the aforementioned areas.
The newly formed Agency must launch an online database that will contain all the relevant information on type, profile, borders and owners of lands by 1 January 2021.
